GitHub Reopens Copilot Business and Enterprise Signups With Upfront Seat Billing

GitHub is gradually reopening sign-ups for Copilot Business and Copilot Enterprise customers paying by credit card or PayPal, rolling out over the next couple of weeks. To improve availability and reliability, GitHub is also strengthening account vetting and rebuilding billing for card-paying customers.
What changed
Three billing changes apply to Copilot Business and Enterprise customers paying by card or PayPal:
- All new seat assignments require payment before users get Copilot access
- At the start of the next billing cycle, all assigned seats incur an upfront charge — including existing customers, starting October 1, 2026
- Going over included usage may require additional payment, with included usage prorated across the month
Plan pricing, seat proration, and the option to buy extra usage beyond included allowances are unchanged.
